한국과 일본의 플라스틱 자원 순환 정책 비교 분석

플라스틱 오염은 오늘날 전 세계에 심각한 위협이 되고 있습니다. 플라스틱 오염을 해결하고 자원 순환을 촉진하기 위한 효과적인 정책을 수립하려는 노력은 여전히 부족합니다. 이러한 맥락에서 본 연구는 한국과 일본의 플라스틱 재활용 및 자원 순환 정책을 비교하고, 특히 기타큐슈 에코타운 모델에 중점을 둡니다. 본 연구는 일본의 법적 프레임워크, 지방 정부 협력, 산업 통합이 비교 정책 접근 방식을 통해 어떻게 보다 통합된 순환 시스템에 기여하는지 살펴봅니다. 한국은 잘 구축된 폐기물 수거 및 분리 배출 시스템을 갖추고 있지만, 수거된 플라스틱의 오염, 파편화된 재활용 구조, 산업 사용자들과의 불충분한 연계와 같은 문제에 계속 직면하고 있습니다 (Greenpeace Korea, 2023). 한편, 일본의 접근 방식은 제품 설계, 이해관계자 협력, 지역 재활용 생태계에 중점을 둡니다 (Ministry of the Environment, Japan, 2022). ‘Kitakyushu Eco-Town’ 모델은 지방 정부, 민간 기업 및 시민이 효과적인 순환 경제를 구축하기 위해 어떻게 협력할 수 있는지 보여줍니다 (Kitakyushu City, n.d.). 이 비교 연구는 한국이 폐기물 분류를 넘어 지역 수준에서 산업 협력을 발전시켜 보다 통합된 순환 경제를 구축해야 한다는 주장을 뒷받침합니다.
